Shelter Partnership – Doing Major Work Behind the Scenes in the Fight Against Homelessness

The Technical Assistance staff at Shelter Partnership does important work that doesn’t get a lot of attention. Since 1985, our TA staff has been a key component in L.A. County’s battle with homelessness. Here are some highlights of what TA staff did in 2023:

  • Launching a new three-year project for the State of California Interagency Council on Homelessness. Shelter Partnership is partnering with several other organizations on this endeavor and will serve as the lead on implementing the youth-specific portion of the project; the goal will be to assist the state to develop, test, and roll out a set of performance measures for ending and preventing youth homelessness to be tracked by the federal government's Continuum of Care (CoC) Program and counties throughout the state.
  • Continuing work with the Los Angeles County Development Authority (LACDA) and the Department of Children and Family Services on the rollout of the expanded Bringing Families Home (BFH) Program. BFH is a state-funded initiative to address housing instability among families involved with the child welfare system.
  • Being contracted by The Corporation for Supportive Housing (CSH), a national technical assistance provider, to support their work on addressing the needs of homeless older adults. Nicky from TA staff is facilitating a workgroup focused on strengthening the County’s In-Home Supportive Services program to better meet the needs of the homeless, and formerly homeless, older adult population.
  • Partnering with other technical assistance providers (like the Hilton Foundation, Cedars- Sinai, and the Center for Strategic Partnerships) and a cohort of youth leaders with lived experience of homelessness to implement a new pooled fund to address youth homelessness and housing instability in L.A. County. The work is being led by a group of inspiring young adults who will eventually run the pooled fund on their own.
  • Securing $60 million in new funding to combat unsheltered homelessness in greater Los Angeles from the U.S. Department of Housing and Urban Development. This represents the highest award in the nation and the first time that the federal government has provided funding specifically to address the growing crisis on our streets. Our TA team led the planning and writing of the successful federal application in conjunction with our close partner, the Los Angeles Homeless Services Authority (LAHSA).
